Abstract:
This paper is intended to be a general discussion on the subject of planning for growth and sustainable development in Sarawak. The discussion will look at development planning in the country in the past, and how environmental issues and sustainable development have been treated. In the process, it will also reflect the extent to which these issues have been covered in development planning in the State. An important aspect that is relevant in a diseussien on the subject relates to the planning techniques for sustainable development. Without these techniques, planning for sustainable development will only be in spirit, but not in substance. It is observed that the main planning techniques used to date is the Environmental Impact Assessment (ElA), while other planning techniques are either unheard of,or given lesser/minimal consideration. Of the latter, the Threshold Analysis (TA) and Ultimate Environmental Threshold (OET) techniquesare viewed as highly relevant fox project planning particularly at the prefeasibility study or project identification phases. A brief introduction of these two planning tools will be highlighted. The relevance of the discussion is this paper may not be as obvious as those other papers that deal directly with culture; traditions and customs in this Seminar. However, it must be noted that our way of life is closely determined by the use of our resources (especially among natives in Sarawak). There is a real need for us to know existing planning methodologies and to find how best we can modify these techniques to suit our way of life,or the other way round.
